This one won’t read like the others because I am writing this comment from scratch. I cheated a little because recently my comments have been based on comments I wrote a year ago or whatever, that I saved. I just did a lot of editing. Somehow I missed this episode, though.
1. Some general comments:
I think it’s possible that this time Rimuru’s effect isn’t so inadvertent. They are pretty quiet about what Rimuru is actually thinking in this cours, for the most part, but don’t forget what Rimuru has already experienced, what he knows, and what he’s already said about his Master Plan. Rimuru isn’t about to make the same mistake he made before that already got so many of his people killed. By choosing the course of action that led to him becoming a Demon Lord, he has taken responsibility for protecting his people. He has made peace with his choices.
His intelligence network, through Souei and his subordinates, has become quite effective. I’m pretty sure Rimuru knows what the various countries’ leaderships think of him. Some are friendly, some are hostile, some mistrustful, some cautious. There’s a lot of countries out there, major and minor; some border on the Jura Forest, some are several countries away.
Raphael is miles better at analyzing the world and making economic and political predictions than it was before, due to that massive increase in computing ability, and Raphael is much more likely to volunteer information than before. We know Rimuru was warned about Yuuki, and he knows the “mastermind” – or two – are still out there. Just don’t assume anything (especially that Rimuru has forgotten anything) and you’ll be fine.
But it is true that people are STILL underestimating Rimuru and Tempest.
2. Remember Rimuru's Skill Beelzebub is Lord of Gluttony. It's NOT Lord of Greed. We already have associated Greed with another character, as well.
3. The way Rimuru gets people to happily do what he wants them to, is truly inspirational to an aspiring leader.
4. The Food
Wow, the food. There’s a lot about it in this episode, from Yoshida, the patissier, to Shuna and her Japanese-style omelet (tamagoyaki), to fast food hamburgers and meat skewers, to vague references to ramen (Mjollmile was the one who helped Rimuru develop the ramen sold in Blumund), to the teppanyaki that Veldora wants to sell at the festival. There was even tea served everywhere. Btw, they said Yoshida was reincarnated, but that’s not true, he was just a transferee, and I don’t think he has any special powers, just great talent. Incidentally, Yoshida was impressed by Shuna’s omelet because it is one of those simple dishes that serve as a true test of one’s cooking ability. It’s true in French cooking too (I’m sure LaLa knows this!). Also, another test of Japanese cuisine is dashi.
Later on they actually go into the philosophy of Japanese cooking (washoku) slightly.
5. Some random things:
That Street Fighter reference. I don’t know Street Fighter first hand, but I think the depiction of that character is the same as in the illustrations in the Light Novel. That character was actually a street punk who I think iirc tried to rob Rimuru when he was out adventuring with the bumbling adventurer trio on his way to Engrassia for the first time. It was an arc they mostly skipped. The children were just after that arc, and it was inserted later in Season 2 so you would know what was going on, and because the kids are important. Rimuru set this Street Fighter-esque character straight, and Mjollmile took him on as a bodyguard, you are correct there. Some of the scenes of this missing arc are in the OP for Season 1 2nd cours, or it’s in Season 2 1st cours.
The reference to elf slaves is somewhat important.
The painting is an idealized version of Rimuru saving Mjollmile by fighting the Sky Dragon, that Mjollmile had commissioned. There are a few people who are awed? Stunned? (it’s not bad stuff) by Rimuru’s angelic appearance and/or actions. We have seen some evidence of that. Razen was a little awed, if you recall. Mjollmile is in that camp, although he can see the contrast between this angelic impression and Rimuru’s personality. Maybe Adalmann, but that’s not at all based on appearance. The people who feel this way usually don’t go around advertising it. I think Rimuru is a bit aware of it, given how people treat him; we saw some of the negative side of that in this episode with the noble.

There may be a Colosseum, but it isn’t a tournament arc. Call it the Festival Arc.
Do you remember those old B&W CRT televisions? The really old ones used to show that screen when you turned them off, the one they showed when Rimuru deliberately decided not to think about Veldora’s suggestion.

The announcement of the public-facing events of Walpurgis--the death of Clayman, the resignation of Frey and Carrion, the formation of Octogram, and the resulting redistribution of the rulership of Demon Lord territories--was an official announcemnt from Octogram. It was passed through the Guild as a way to spread the word. And they wanted to make sure that the Octogram name got out there because they had been so dissatisfied with the Ten Great Demon Lords name, that was given by humans, because the Demon Lords themselves took too long to come up with a name before. But I don't know where the specific messages were sent, at least to the major Western countries, I would think.

Great setup and information dump episode, I love Mjollmile’s greed being small potatoes to Rimuru and him just absolutely falling in love like “this dudes gonna give me all the resources I need if I have a good plan? And he already has good base plans? I’m in”
Also what you’re talking about at the end is EXACTLY why Rimuru is throwing a festival over an entire week, giving nobels time to make sure it’s safe to even show up
But the Kingdom of Blumund where the three adventurers and Shizu came from was the first actual kingdom to have contact and they only got slapped politically, they weren’t dumb enough to need a physical one lol but shizu and the adventurers didn’t fight the great slime lol

The new ending is by MindaRyn, same artist as the 4th opening for walpurgis (Like Flames).

The second half of the season has a major step-up in animation, which surprised me when I first watched it because there was no delay in the release between the first half and the second half. I especially like the quality of animation in moments like when Rimuru enters Fuze's office, it's so fluid and dynamic. I also quite like the opening, it quickly grew on me and the animation style used for it is quite nice and really gives that festival vibe. I also really like the ending song, it shows that it's a peaceful arc after all the crazy stuff that has happened.
By "Demon Lord transition", Rimuru means officially telling the world that he's a Demon Lord, while most countries have already received reports on it, for some of them it's still just rumors and hearsay, and in some of them it's possible that only the nation's leaders are aware of it. After all, Rimuru only actually received his title during Walpurgis, and the details of what happened there have not been shared with the world (Falmuth was made aware of it, but I suspect it was deliberately leaked information from Rimuru to convince them to let Edmaris abdicate and pay reparations).
