Yeah they misunderstood--Rimuru said they could add a bar for adventurers to use when they come back from the dungeon. Ramiris is building and running the dungeon itself.

Ramiris running a bar? I think you're underestimating what Rimuru has in mind for Ramiris' labyrinth lol Oh my friends, we're getting to one of the best world building arcs of Tensura in my opinion. So looking forward to seeing how you guys react to the next several episodes XD

I am not going to talk about Ramiris and the Labyrinth here, but save it for later, except that saying Ramiris is going to run a bar is like saying the king's job is having occasional tea parties, or an athlete's job is having press conferences. Totally inadequate! And yes, she has transported people before. 1. The Dwargon Response to the Invitation from Rimuru: Notice Gazel learned that Rimuru actually did win the battle between himself and Hinata, although the general population were told it was a tie. The major powers have observers (aka spies) in Tempest. Back in prior seasons it has been established that certain countries have effective intelligence bureaus, specifically Dwargon and Blumund were called out, and implied that Thalion's was equally competent. To all countries that have relations with Tempest, it is crucial to stay informed. Rimuru seemed to be aware of them, but let them be. Maybe he wants the world to know what he is doing? Reactions vary, particularly of countries not mentioned above. Btw, a cloud of magicules mysteriously obscured the view of the final stages of the fight, not to mention preventing listening in on it. It wasn't so simple, though, it was actually a jamming signal. There was also a powerful aura. For the battles between Rimuru ‘s subordinates and the Saints, although there was some visibility, it was impossible to determine anyone’s abilities. So Henrietta, the top spy of Dwargon (the masked elf, or is she a dwarf?), actually didn't witness the defeat, but circumstantial evidence in the form of the opening of diplomatic relations with Lubelius and Tempest, the proposal to Dwargon to do similarly, and the overturning of the centuries -long doctrine against monsters by the Church, led them to believe this is what happened. (Note these are separate entities in practice. It clears up some confusion for me at least about what they were saying in Episode 11.) Some power scaling: Hinata and Gazel are said to be an even match. At the table was also Jaine (Jane), a wizard. Her concern about Rimuru being a threat, is logical, and she has a duty to warn her leader. Rimuru is indeed a concern and not only does Gazel think Rimuru could defeat him, he also thinks that Tempest's army can defeat Dwargon's. But Gazel believes Rimuru would never try to wipe out the human race. That he didn't kill Hinata is proof. Also Dwargon’s position as the first nation to support Tempest gives further corroboration, not to mention that Dwargon benefits from the treaty substantially. The Kingdom greatly values fairness. I am going to quote from the Light Novel, as I really think it explains a lot: “Rimuru said he was an otherworlder, bringing with him knowledge of other planets and the drive to bring it to life with his vast litany of skills. The fact that he was pushing all this development forward mainly to satisfy his own self-centered cravings for luxury was nothing short of fascinating…. Things that otherworlders of the past abandoned as being too costly or labor-intensive were no obstacle to Rimuru. He had the core strength needed to brute-force it all to life. He had a drive, a drive backed by an army of loyal monsters. How envious I am, Gazel mused. No matter how difficult the problem, Rimuru could just offhandedly say “Figure it out! Good luck!” and his monsters would do their level best. They all assumed that was normal; none doubted him. Maybe it was that slime’s most fearsome asset of all—that genius-level ability to trick people into doing his bidding. For better or for worse, this demon lord was an entertaining one. And perhaps he’s been tricking me, too, this whole time… But, Gazel reasoned, that was just fine. If Rimuru was pursuing the kind of world he saw as ideal, what would result from that? Gazel was keenly interested in finding out. He wanted to see it. It’d trigger a Temma War, a struggle between mortals and angels, and Rimuru knew that. But he’d probably just fight back. Tempest had a terrifying military force backing it up—perhaps terrifying enough to fend off a horde of angels. And Gazel was willing to cheer him on.” – Gazel's thoughts about Rimuru, Volume 8 Beyond that, the people of the Dwarven Kingdom value technology. Rimuru was realizing advances far beyond what their researches had produced, and the ministers were quite envious of Vesta. Realizing this, King Dwargo proclaimed that even if Tempest loses the war with the angels, Dwargon would receive and preserve that technology. As for attending the event, many of Gazel's ministers are opposed to Gazel's going for varying reasons, but ultimately Gazel made several arguments for its importance, including how it demonstrated Rimuru's confidence (in his ability to give a good experience to his guests, including protecting them). Gazel knows Rimuru wants to show his good intentions to the Western Nations, but it is apparent to Gazel that this event goes above and beyond, indicating another purpose to holding it. 2. Thalion: The Empress is rich. Nothing in and around the place is funded by taxes. She made all that money herself. Archduke Erald Grimwald is second in authority to Emperor Elmesia El-Ru Thalion. Officially of ambiguous gender, but in reality she was female. No one knew her age. She was one of the most pure-blooded of elves, a high elf. Elmesia’s anger at being left out from the visit to Tempest had meant the budget for the tech exchange with Tempest had been frozen temporarily. So he couldn't not show her the invitation. But going had to be something she suggested herself. If she went, it would be a state visit with all the attendant government involvement. Then comes the seemingly out of the blue story of Eren and Yoshida. Erald had believed Eren hadn't even returned to Thalion in years, but here Eren had been attending Elmesia's tea parties bringing cakes from Yoshida. The Empress had first suspected Erald was hoarding the sweets for himself, but now she was angry that he’d been oblivious instead. They kind of conflated internal and external potential threats so it was a bit confusing. But he knew people would cause a huge to-do if he suggested the Empress attend the festival himself. That's why it had to be her idea. ---Power structure in the Sorcerous Dynasty of Thalion. Empress Elmesia established the Dynasty. 13 Royal families and those royals serving them pledged their loyalty to her. Each ruled their own fiefdoms. The court ran on the taxes, and the empire had the only army, of which the Emperor was the commander in chief, and she ruled on disputes between nations and fiefdoms. Erald’s mother, Ellis Grimwald is the matriarch of one of those families, and is also Elmesia's grandmother. Erald's older brother had died by the hands of monsters long before Thalion was even founded, and was Elmesia's father, so Elmesia is Erald’s niece, although she is far older than him. Every family did their own thing. Some didn't participate in empire affairs at all while some were very involved in administration. Elmesia never made policy statements, so some nobles struggled for power. Erald was supposed to watch them. Some would find him organizing a journey for Elmesia to a monster nation as reason to remove him, and it was possible some even wanted to remove the Emperor, although he personally doubted it. Elmesia told him he worried too much. She had never allowed rebellion ever, and Erald respected her superiority as a great, wise, and strong, ruler. As for the agreement to build the road to Thalion, Erald erred in not considering adequately that Rimuru was just as long-lived as they were, and so entering into a binding agreement with Tempest with no time limit. And Thalion missed out on learning technical expertise from helping to build the road. It was imperative, not optional, to attend the festival from the beginning. They must establish good terms with Rimuru. Still, it was dangerous to venture with the Emperor to Tempest. There were possibly some idiots who would challenge Rimuru or Tempest, or cause chaos. How were they going to protect her? They plan to choose escorts from a body called the Magus. The Magus were a group of high-ranking military, called the Knights of Purity, vested with the authority of the Emperor, who acted as her mediators. They all could trace their ancestry far back into nobility. The existence of this group was kept a secret from other nations, yet they were going to be deployed to go to Tempest with the Empress. 3. By the way, they never do tell you how that conversation between Rimuru and Raphael went, after the fight with Hinata, when Raphael sacrificed Beelzebub. In the end, Raphael agreed to talk it over with Rimuru first, while Rimuru understood and forgave. They forged a closer partnership with trust than before. 4. Something I noticed in others’ reactions in the past is that they didn’t all understand that there is a Council of the West that is an organization that the human Western nations participate in. It’s kind of like the European Union, Nato, and the United Nations. It doesn’t fully govern those countries, but it is related to their mutual defense, particularly against monsters traditionally. The Church or Lubelius is not a member, but sometimes advises. 5. Rimuru used to work for a large general contracting firm. Rimuru does make mistakes in the formal rules (he hates formality) of diplomacy, but his instincts transcend errors in protocol. Still, he agrees that some formality must be maintained. He also doesn't seem to care as much about the kind of impression his nonchalance about his dignity leaves on others, leading others to disrespect him, thinking he's weak. And Rimuru's planning has the backing of Raphael for feasibility and also to predict what the ultimate outcome will be. Will it lead to the world Rimuru wants? Yet it still looks like he freely alters his plans if it looks like it'll work. Both strict planning and spontaneity at the same time.

From what we've seen in the show so far, the currency hierarchy seems to be copper < silver < gold < stellar gold coins, with each currency being equivalent to 100 of the previous one. So gold is one of the highest currencies and probably has a lot of value. Rimuru plans to give Ramiris 20% of the profits (minus the expenses), so he's planning to have a net profit of 10 gold coins a day with 1000 visitors, so each of them would spend around 0.01 gold coins (probably more to cover expenses) in potions and stuff. According to the wiki, the value of coins vary greatly between nations, a gold coin being the equivalent of $1,100 in some areas and reaching as much as $11,000 in the kingdom of Falmuth. So Ramiris would make, in a day, at least as much as a company manager's monthly salary, and up to as much as a minimum wage worker's yearly salary. In rural areas, which probably covers most of Tempest, workers usually get less than 100 silver coins a year (though the cost of living is way cheaper for them), so she'd quickly become one of the richest people in Tempest. I just love how Rimuru, who by that time has been in that world for what, 2 or 3 years, is casually offering a job to the Queen of Spirits, one of the oldest Demon Lords and one of the oldest beings in that world (Ramiris can technically die, but she's reborn every time because the world needs a Queen of Spirits). Then again, he made one of the most powerful demons, whose existence scares most, his butler, and he's the best friend of a dragon that could destroy the entire world in a rampage and who's also technically immortal because he's a spirit...
