That plan was written by Tanya in her time at Military Academy using her knowledge of our world just for her to avoid being stuck in a battle like Stalingrad in the future since urban warfare wasn't a thing before this war in this world. She also wanted to make a good impression on her superiors by coming up with a good plan to solve the urban warfare issue. The Allied Kingdom (UK) was trying to use this assault as propaganda against the Empire to get War Support up and potentially join the war but since Tanya made that announcement before the bombing, using it as propaganda would have the opposite effect since it would make the Empire look like a "good" country. (Tho this isn't shown in the anime so you don't have to worry about that) The Republic is technically the ones who committed a war crime in this episode by trying to hide behind civilians and forcing the Empire to do what they did. I mean the Empire would have lost if they didn't retake Arene and the way they did it was probably the only legal way they could have done it so... Still fucked but it's either losing your whole country or destroying one city. And even the Allies in WW2 did stuff like the Empire did in this episode. Look up the bombing of Dresden. And the nukes... Sorry for the long comment lol

Just as some fun facts. the reason that all the different country's have different ways for flying is because the technology for the orbs/computation jewels is new for the world. the way magic has been used till this point was a mage would have a staff and a pattern inscribed into it and was able to quick cast that spell but only that spell if they wanted to use another spell it would take a lot of concentration and they would need to redraw a new circle in their head for a single spell. for a mage to fly you need the orb which is able to use multiple spells at a time (air creation, flight, stabilization, adrenaline to boost reaction, body strengthening, shock suppression, explosion spells, etc). the empire is leading in this department of research. you can think of the stranded jewel used by stranded mages as one orb with a max altitude of 6,000 meters and max speed of 250 mph. The type 97 used by the 203rd mage battalion using 2 orbs allowing more spells and a max altitude of around 8,000 and a max speed of 300 mph. The type 95 that was blessed by god (being X) uses 4 orbs and is able to go to 16,000 meters with a unconfirmed max speed of over 350 mph. as for why there are different styles for the different looks in flying tech (air skis. air boot, etc) would be the history of each nation and how the scientists chose to design (like a national uniform).
