This is the first time in the Monogatari series we get another narrator other than Araragi. Throughout the series, we played around with an unreliable narrator - Araragi. Now with another point of view to compare, the differences are more striking. With Hanekawa's perspective, we see a more emotional Senjougahara and a troubled Hachikuji. If this was in Araragi's view, Senjougahara would seem more composed and Hachikuji would be the one dispensing advice instead of the other way around. This just serves as a reminder that people show different sides to different people.

When Hanekawa said she could charge her phone and shower in the school toilets, she was refering to her real school, not the abandoned one.
Now, for the first time in the series, we've got a different narrator and yes, as you noticed, the perspectives and cuts are very different from when we have Araragi, the Perv doing it.
For timeline reasons, this series happens in late August, just a couple weeks after the end of Nise (Karen Bee was in July and Tsukihi Phoenix in early August)

Now we begin what many consider to be one of the best arcs of the series! Just to clear up a few things:
Yes, hanekawa is the narrator of this arc and things are told from her perspective.
Many of the second and final season arcs are told from the future by characters as you were wondering.
The “off to the commentary’s” bit is referring to the fact that every monogatari episode has a commentary track written by the original author. In them generally, one character interviews another with tons of meta banter and funny bits thrown in. Characters seem to hate being interviewed (which I find very funny).
