So what Tsukihi is saying about Nadeko is that Araragi isn't her crush, he's her Husbando/Celebrity crush. The Author is low-key calling out weebs there huh? The difference here is that a crush is someone who you strive for and hope to make into your romantic partner, maybe for life, while the Waifu/Celebrity crush is just a placeholder that you know you can't ever really get but still keep around to not feel like you're missing something.

Not only it's the same voice actress, Nisioisin kinda wrote that scene for her. Kana Hanazawa mentioned once that Isin heard she saying in an interview she wanted to try different challenges in voice acting and explore her range, since she would ever only be casted as low-voiced, cute, reserved characters (Nadeko, Mayushii, Mikan Yuki, etc). Most of Gatari's cast is legendary in the japanese voice acting world, you can get any of their profiles in MAL and see their works, you'll be surprised. Even Tsukihi's VA, that was a rookie at the time Bake came out, nowadays is pretty consolidated in the industry. Now, onto the episode itself: Here is my view on Nadeko's situation: I'd say she really doesn't like being "cute", but she deals with it the wrong way. Basically, she hates being treated as "that cute and fragile girl that is never in the wrong", but instead of trying to better herself and stand out for other things that would overshadow those born-this-way-qualities (studying and standing out for being smart like Hanekawa or practicing sports and standing out like Suruga) she goes exactly to the opposite way, trying not to stand out at all, with an approach of "if my face is pretty, then I'm gonna grow bangs and cover it; if people desire my body, then I'm gonna wear baggy clothes not to show it; if my voice is sweet, then I'll barely talk; if my eyes are beautiful, then I'll look down" and because of that she ends up being nothing, just cute. Just like Tsukihi said in this episode, it's her own fault she has nothing else to show besides being cute, nothing more than her face and her body that she despises so much. In the end she plays on her strengths to some extent, like avoiding her assignments and choosing to be in love with a guy far out of her reach just so it's easy to turn other people down when they make a move on her "sorry, but I'm already in love with somebody".
