I think he should have given them some basic intelligenz, some 5 or so.

Because that would require weakening the aeon. With the creation of the aeon, he was attempting to prioritize swarming the enemy with many strong, sturdy targets rather than just a few that could coordinate well. Had he known that he was only making three... he likely would have raised their intelligence a tad.

Ok why wouldn't Dale want the aeon to have a high intelligence if its created to be loyal to him it feels like something that could backfire. Also, its cool to learn that there is a feature to aeons that hasn't been discovered yet.
