1. They simply need to appoint a new representative, which they have likely done over the ten years. Said representative just hasn't been to the citadel yet, so has not met Tsubaki for her to be able to contact her with the communication room. 2. Melora never properly saw the other two as her equals to begin with. One looked like a child, and the other looked like a maidservant. The only reason she stayed in the citadel was for the hope that Dale would return and she could get into HIS good graces. 3. Most of the gods don't visit the citadel much. Aurivy did because... well, it's Aurivy. But Bihena was fully aware of Melora's character, and so she saw no reason to go out of her way to visit the citadel to interact with her. As for Tsubaki... the only one she truly worships at this point is Dale. She may serve as Irena's priestess, but even that is simply to help him. And finally, 4. Tsubaki and Trixy are of the 'if you're nice to me, I'll be nice to you' philosophy, so those two got along swimmingly.

So couple of things about this chapter. 1. What are the Heroc going to do about their lost representative? 2. While its amusing to see Melora get put into her place by Tsubaki I am conflicted about it as well. I mean I expected that Melora would not act buddy buddy with the other representatives especially since only a year has gone by and she has barley left her room except to use the communication room. But I hoped that Melora would have opened up a little. If Dale visits the Citadel and Melora still acts as a problem he and Bihena will have to set her, and maybe the other humans, straight. 3. In fact its interesting we have not heard about Melora and Bihena's interaction though the fact she's still alive might indicate that they haven't interacted. 4. At least Trixy and Tsubaki seem to be on good terms.
