He doesn't exactly have information on what the domains can do. It's a bit more... vague than that. Basically anything can be a domain. Once the domain is assigned, the person holding it can use powers that in THEIR mind is related to the domain. For this, it's largely about their own perception. For instance, the Eye domain could create effects like a Beholder, or the Mirror domain could be used to attack with shards of glass or reflect damage. So rather than turning to the system to find the definitions, it's more about the imagination of the user.

On a separate note I have enjoyed this series so far and I hope that this will inspire a new trend for writer like with the Dungeon Core Books that most are do. Because the Worldbuilder LitRPG System show in these books has a foundation that serve to create similar systems to give access to their character that bestows the ability to create worlds and be a godlike entity for it while putting their own spin on how the system is established. For example the point could be currency based, like what is done in the Keeper books, or they could be a kind of resource that regenerates over time like in RTS or other simulator games.

Doesn't Dale have access to the information on the various Domains that a Deity can have. Why doesn't he just look up the ones that have the abilities he is looking for and experiment with them to see if that's what they want? Oh he could even go as far as to create a new system for the Admin room that allows the keeper to test the abilities of certain Domains in a simulator. I can imagine a lot of keepers buying this one.
