The most direct he does things normally is through his pantheon or with a worldhost while assuming a random identity. And I feel like he only made an real appearance back in that kingdom cuz' the fairygate was something where he had to show up personally. That said I agree that I'd like to see him intervene directly, but that'd pretty much guarantee a rebellion against the council down the line, which again would result in a massive surge of new residents for the underworld.
