Quite simply, he had been paused with it. Any Keeper who had yet to qualify for the meeting was. In most cases, a Keeper's experienced time will correspond with the Keeper Standard time, unless they enter a special 'instance' like the trials.

The trials during the annual meeting showed that it was possible for a keeper to exist in a fast forwarded state, but removed his memories after as a way to prevent it's abuse for training.

2018-12-01 22:18:37 +0000 UTCFast forward has to be manually initiated, and can't be done while the Keeper is descended on the world. This is to ensure that the Keeper's perceived time is always the same as the Keeper Standard Time
