For the same reason that he didn't just immediately accept Alu before Aurivy confirmed who they were. Having more soldiers is not always the best tactic. When there are more people than your ability to accurately command or than are willing to follow said commands, it turns into a chaotic clusterfuck. The heroic troops were a defensive measure, not strictly one to counterattack. Only those select few choose to go on the offensive against the invaders, and that is for the best in Dale's eyes. The less people he has to worry about getting caught in the crossfire, the better. Now, if this enemy were one where an army was required, he would deploy an army. But as it stands, a group of elites can do the job just as well, with less chaos.

I wonder why hasn't Dale send a call to arms to the other nations on Earth after the continent that the invaders were on was identified. Because considering their attitude in the last chapter they are causing more harm by ignoring the invaders because they are not on their home. I bet that if Dale sent out the information on how fast they breed all the other countries would send people to take care of them.
