Not entirely. The Kardeshev scale is to determine the amount of energy that a civilization can store and use, while Tubrock's scale is to determine a more general technological advancement. He did this so that he could 'unlock' the Fairy Ring when they hit Level 10, as that would put them at the level of a Rank Two civilization in Keeper terms
