Honestly, that's... pretty much what Vivi is aiming for xD It isn't at all unusual for people to include the Sky Citadel in video games as a high-tier base, given that it is the home of the Keeper. However, for a game 'sponsored' by the Keeper, nobody expected him to make his own house available for players.
