Oh, I agree. But from the perspective of the Council, this is... let's compare it to a nuclear deterrent. In their eyes, the other worlds, and especially the people of their own world wouldn't dare to attack them because of how simple it would be to break their spire. It's their attempt at a 'If you bring us down, you're coming down with us' scenario. It's not really meant to be a wise play. It's the play of a tyrannical, arrogant government that sees itself sinking and is grabbing onto the last hope it has of maintaining its power. As for Bihena, that plays into their arrogance, believing that they are the rightful rulers of Fyor, and thus that Bihena would side with 'her people'.

Why make a move that makes you the enemy of several worlds, and gurantees the wrath of atleast one Goddess (One of their two main Goddesses even.) mabe even more, for the potential help of a weakened ally from an under developed culture? I get their "failsafe", but even that only causes a world to stagnate. It is like th council stopped being an government in favor of becoming a terrorist group. Utter insanity.
