Honestly, that's what the system was designed as. If Dale's world wasn't one where the greatest paths to power required merging the soul with the body(Perfect Self and Divinity), that would likely still be the case. If Dale was in a more tech-focused world or one that relied on the cultivation of artifacts instead of what it is, it would create that Valhalla effect. This is a result of slight mismatch between the world that the Karmic Justice add-on was designed for and Dale's current world. But that's also intentional, because this isn't a system Dale created, and was one he purchased at Irena's request.

I think the real thing that's bothering me, is the idea of souls getting to "heaven" and stagnating. I always kind of envisioned Heroic Descent as kind of a gates of valhalla opening situation with the world's greatest heroes being able to return and turn the tides in some horrible situation. But with the power levels of the world increasing, and there not being any true paths for those souls to gain power to keep up, that's not really the case.

In doing so, it would cause the people in the Underworld a rather huge shock. The ones trapped in the eternal torture would be freed, and the ones who are in 'Heaven' would be ejected because it wasn't there anymore. Ultimately, the current system is more fair than the one that he would implement. Although it seems a bit wrong not to take into account motives behind the action... the road to hell is paved with good intentions.
