Added HQ vehicle raindrops
Added vehicle shader settings with independent Day and Night settings:
- Specular Intensity (a.k.a Reflection Amount).
- Specular Fresnel.
- Specular Mask (a.k.a Metallic Amount).
- Chrome Reflections Intensity.
- Chrome Specular Intensity.
Screen effects:
- Screen Raindrops: 'NFS Style' and 'Classic' effects.
- Frozen Screen effect (when snow is enabled).
- PostFX:
- Added support for Day and Night settings (similar to Legacy version).
