If we think about as they showed us the past from team7 and shared their future dreams they all actually achieved it. Naruto became the hokage Sasuke killed the person he wanted Sakura wanted to be Sasuke wife The scene where naruto says /answered all the questions what his mom asked to do .. so beautiful this moment So sad that Minato and Kushina arent alive... would love to see more of them (there's actually a movie where they show them) You need to watch all the Movies please >_<

He brought the Kage from the afterlife cause he needed their power for the summoning jutsu, to bring back Naruto and co. from the other Dimension. I think he is just a spirit who can pass on his abilities but doesnt poses any chakra or anything.
