Others have alluded to this point, but it's not the sex that leads to perfect happiness. If you watch again, you'll see that Angel's loss of soul doesn't come during sex, but afterwards. The girl he loves trusted him so completely that not only did she give herself to him physically, she fell asleep in his arms afterwards. They shared a moment of complete intimacy and peace, and that's what leads to the soul-losing. It's a rather weird curse, especially since it seems they didn't bother to inform Angel himself of the perfect happiness clause--surely it would be even greater torture for him to know that he had to deny himself any situation that might lead to pure joy. The Kalderash clan didn't fully think this thing through.
