The mayor is impervious to harm, so even if they caught him and cut him to pieces it wouldn’t do anything. Even without super strength, when nothing can hurt you, you can escape from any restraints. Only Willow lost her virginity, it was established before and reaffirmed in this episode that Oz had already had sex. Buffy quitting the Council was a very important moment. She didn’t fire them though, they are not her employees. One of the premises of the show is the subversion of the classic trope of the little blonde girl always in peril in horror movies is actually the one with power against the forces of evil. So the Slayer is always a girl. There can’t be, as you asked, a male slyer, it would defeat the purpose of the show. At first Buffy was fighting the forces of evil as part of the council. From now on, after all that she’s been through, she has matured enough to fight against the patriarchal order that the watcher’s council represents. But she retains Giles as a father’s figure who is no longer part of that patriarchal nefarious entity. Vampires can get drunk, as seen with Spike, so it’s not far fetched to assume that, in this world they can be poisoned. Also it was a special poison that the mayor procured which is lethal for vampires. The cure is to drain the blood of the slayer. Can’t wait for your next reaction.
