To answer your question: Cube actually doesn't decide at ALL what the concept will be like! Sure, they may give feedback, but most of the time gidle doesn't listen to it (and rightfully so, cube was against some of their most successful songs but they were wrong so) I recommend watching Soyeon's I live alone episode as you can see her discussing NXDE's concept there. She's the main creative director of the group so she leads the meetings.
