In other words, instead of entering a household and then placing it, go back out to the world map, click on the lot, and choose Build Mode. From there, place the house and it should work fine, since the game won’t try to calculate the costs that way. If you’re still running into issues, would you mind sending me a screenshot of the error pop-up or message you see?
