Members can leave a message about the works they want to see (non-characters)

The more people who have the same goal, they will be given priority.
Works can now be re-proposed for the next stage
Each person can submit 3 proposals.
The 10 proposals with the highest votes enter the voting stage.
If 1 vote is too many, the first proposal out of each person's 3 proposals will be selected as the highest priority proposal.
