Operating as a "two-toe uprising" let Cutter lead his twisted army closer to the city than he otherwise may have been able to. No one takes the two-toes seriously as combatants, and the Silver hasn't been leaving enough survivors to adequately report on just what's on its way. Humans 'bout to figure it out tho~
