The answer is: "dark magic". Which in Equestria tends to pray on wounds to elevate hidden fears, character flaws, amplify unresolved tensions and turn ponies into their worst selves. Right now Tempest is hurt and so there was an opening for the crystal to do its work.

What is going on with Tempest? I thought the magic would just change her appearance. I would think she would like having her horn back but she also wouldn't want to be Tempest Shadow again. I mean that entire faction is gone and now she has a family that loves her.

Seems I overestimated Tempest’s character growth. Shit... Well, I wager Fireweed is bound to get a serious bruising, and Thistle might be targeted next, since Tempest sees her to be a liar; therefore, it may be up to Lullaby to save the day this time around. Perhaps being scolded by a foal will get Tempest back to her senses.

Honestly, so far, she hasn’t done anything bad or cruel. One could also interpret her reaction as joy about finally having her horn restored. Of course, we - unlike the characters in the story - can't hear the laughing. So I assume it was the bone chilling laughter of a supervillain in the making and not just a joyful laughter.
