I would especially like to see Thistle acting up deliberately to earn a punishment. BDSM kind of requires both parties to participate. Thistle should give Tempest material to work with so that she doesn't have to come up with extremely convoluted or excessively cruel punishments for the reason given. Maybe have Thistle try to throw Tempest off her game or do something else unexpected.
