Yes it currently is spending, just look at the roster moves to stay under the luxury tax. Morey has been in the gm seat since '07 and presumably has had this idea for a least a few years following the 2012 harden trade. We have yet to see them transact on a 3 pointer specialist (aside from twilight years jason terry) which would have higher relative value to them vs the average team over that long time frame.

So havent been able to get answer why they havent targeted a proper shooter that can switch given the relative value would be increased in this scheme. Beat writers have no answer. Allegedly in the past Morey mentioned something about accepting the variance with less skilled shooters...which seemingly would increase path dependency etc.
