This really depends on the hero you are playing, some heroes excel at 1v1 more while others are better at waveclear. If you are playing a very good waveclear hero, often its better to simply clear the wave faster and rotate before he clears his wave, this way you will either get more soak than him or you'll be able to join the teamfight first and 5v4 for a while. General tips are to never stand in your minion wave so he has to choose to Lazor either the wave or you (if he hits both he gets way more healing), and of course never be hit by his E stun as it is on a delay and you should be able to dodge it. Focusing turrets or him directly depends on your hero.
