Justin or others can correct me if I'm wrong, but I believe, at least in some districts, an altercation was supposed to start with a "warning shot", &/or "debilitating shot"(eg legs). Somewhere in the last 20-30 years it was shortcutted to "main body mass", MBM which basically lands rounds in vital organs. Of course the former was never fully adhered to anyway...

Also, do cops have to shoot to kill if the person is unarmed or can they shoot to disable them?

do you have any talks about Michael Brown? I only see information starting with Brown trying to grab the gun but wonder what happened before that caused him to do that. AND, wonder why the cop followed him after shooting him and then firing 10 more shots, hitting him 5 more times. How many times does a cop have to shoot someone? It seems like the news is full of many shots after a person is disabled even.
