I know this is a late comment but here is a interesting theory Ruby. We do not know who her father is and the show will never tell us but the show seems to hint at two possibilities. The Red Skull or Steve Rogers. The name Ruby is a shade of Red and she wore a skull t shirt when talking about her father. But red skull "died" before Hydra could get any DNA from him most likely. But Steve on the other hand gave the government many vials of his blood we saw that in the first cap movie. Ruby has enhanced abilities above the average person and has a scarily accurate ability to throw a disc like object. Sound familiar. We see how deep Hydra is in the government so them stealing some vials of it or even just one is not farfetched. They wanted the best person to be their new leader and the daughter of Captain America would be perfect after they condition her to serve Hydra but Steve's genetics may have been strong enough to make her resist that condition and go against authority like Steve would. It is just a theory but I think it would be interesting to have had Cap "daughter" be a mix of Hydra and Shield traits.
