There is an invisible tracker for determining how high you've gotten your Cyre Support. Depending on earlier choices in Chapter 11 and then now in Chapter 12. It might seem like this is pointless in the grand scheme of the war, but remember, Irus is supposed to return to Cyre (if he succeeds) and rebuilding a kingdom under a new order will require a lot of trust from the same people who didn't care when he was exiled. The short version of this is that it will affect the conclusion scenes and epilogue.
Also, regarding the execution, depending on the leadership style Irus favours, he might suggest execution or imprisonment. You can try to sway him towards mercy (and only succeed if your relationship is high enough) but you can't ever sway him towards execution if he's more diplomatic/balanced in his approach. That said, you will gain/lose Cyre support depending on the choice you make here.
