She's technically the mascot of the company behind the game; CUSTOM. But she appears as a "navigator" and also show you how to play and stuff. those weird blobs with eyes, I don't know exactly haha in later games they appear as kinda weapons she can throw, but no idea the lore behind them, they look like Puyos XD
