It's more like being put under anesthesia. Perceptual time "stops" when they go under and starts immediately after power reconnection. Unfortunately for most A.I., the amount of power needed to run their basic operations is pretty large; so emergency power systems tend to be backup generators, trusting the squishy coworkers to sort it out, or robotic drones (not remote controlled! They have to operate without instruction!).
Getting turned off for moving like this is very much a trust operation.

from an AI's POV is it kinda scary that they can just get shut off with no guarantee that they'll ever get turned on again? do they have some kind of safety mechanism where they can turn themselves back on if they need to? or is it just like a fact of being alive like a human knows if they don't breathe for more than a minute or so they'll pass out and maybe die?

They are actually closer in register to a large dog, bear, or crocodile. Deep and raspy. And they talk too fast, despite their consonant difficulties....
