Dylan knew to look behind the poster because he remembered Irving's last words to him - "hang in there" - which is what was printed on the poster. It was a coded message. And the note just had directions from O&D to the exports hall, which presumably Irv got from Felicia.
By the way - it's okay to be confused about the reintegration process, I think we all were. Sometimes this show tries a little too hard to create a mystery in my opinion. I won't say any more about this until the season is over because, you know, spoilers.

Of course she is to blame. If anything, I wouldn't blame her for creating Helly, that was her dad's idea, and she clearly did that as a favor to him. But pretending to be Helly and getting it on with Mark was not right.

I found it very interesting when Helly said "How could SHE do this, steal MY identity, capture MY body." Helena could say exactly the same about Helly from her perspective and would be right, too. Helena is not to blame for "betraying" her innie, but for creating her in the first place. That is the true crime. Now you have two people sharing one body for the rest of their lives, as long as reintegration doesn't work properly.
