380. The Prelude to a New Era!

After successfully recruiting Maruboshi Kosuke, Danzo still had a lot of work ahead of him.

For example... revising the legal system.

To create a comprehensive and practical legal framework suitable for the shinobi world, Danzo called Minato, Fugaku, Shikaku, and the newly appointed Minister of Justice, Inoichi, to the Hokage's office for a closed-door high-level meeting.

"The most important part of revising a legal system is the revision of the constitution," Danzo began straightforwardly.

"The constitution is the fundamental law of the nation, determining its basic structure and future development path. It is the mother law from which all other laws derive. Only by establishing a solid constitution can we gradually refine other laws, such as criminal law, civil law, and so on."

Danzo explained his ideas clearly, ensuring that Minato and Inoichi, who might not be familiar with such concepts, could understand.

Fortunately, everyone present was intelligent and quickly grasped Danzo's vision.

He aimed to create a legal system that covered every aspect of people's lives, with an unimaginable number of provisions.

Using the constitution as the backbone and expanding from there would undoubtedly make the entire system more organized.

Everyone, especially Inoichi, wholeheartedly agreed.

Inoichi had been nearly driven mad by the sheer volume of legal provisions in recent days.

Now that Danzo was offering guiding principles, he was more than willing to accept.

Seeing their reactions, Danzo continued to share his thoughts: "I plan to use this opportunity to push for a comprehensive reform at the national level of the Land of Fire.

First, we must establish the Hokage as the national leader in the constitution. The Hokage is not only the leader of Konoha but also the leader of the entire Land of Fire.

Second, we must designate the High Council as the supreme authority of the Land of Fire, with the cabinet serving as the standing executive body to assist the Hokage in handling affairs and disseminating orders to various departments.

Third, we must clarify the responsibilities of each department, establish new ones, and reorganize or abolish outdated or inefficient ones.

For example, we will create the Ministry of Justice, the Court, and the Military Construction Department, while reorganizing the existing Education Department, ANBU, and Root to better adapt to new environments and challenges.

Fourth, we will officially announce the relocation of the capital, establishing Konoha as the new capital of the Land of Fire.

Fifth..."

Danzo went on at length, outlining his plans in detail.

When he finally tossed his proposal in front of everyone, they were left stunned.

Even Shikaku Nara, known as Konoha's top strategist, couldn't help but ask after reading the meticulously detailed plans, "Lord Danzo, did you come up with all of this on your own?"

At Shikaku's question, the other three nodded in unison.

If it weren't for Danzo's history of pulling off the unimaginable, they might have suspected someone else was behind these ideas.

After all, Danzo's proposals were incredibly detailed and forward-thinking—far beyond what one would expect from a man in his fifties or sixties.

Danzo simply smiled.

As a transmigrator, he might not have had direct experience with politics in his previous life, but he had seen enough to have a vision far ahead of his time.

While his proposals weren't perfect, they were a solid foundation.

And if there were minor issues, they could always be adjusted.

If adjustments didn't work, well, there was always his fist to fall back on.

After all, this was a world of extraordinary abilities. If systems couldn't solve a problem, force could.

After several hours, Shikaku finally finished reading Danzo's proposal and rubbed his eyes.

Honestly, Danzo's reform plan was groundbreaking.

It completely dismantled the aristocratic system that had long dominated the shinobi world.

Implementing it would send shockwaves across the entire shinobi world.

However, there was no doubt that if these reforms were successfully carried out, the Land of Fire's national power would experience an explosive surge in a short time.

By centralizing power in the cabinet, the efficiency of national operations and resource utilization would skyrocket, leaving other nations far behind.

But such reforms also carried immense risks.

This was an uncharted path, and no one knew where it would lead—to a brighter future or an endless abyss? No one could say.

Yet, in the end, Minato, the Hokage, was the first to stand up.

"I support Elder Danzo's reform plan. Since this is a path no one has walked before, let us be the ones to try it!" Minato, usually known for his gentle demeanor, now showed a startling determination in his eyes.

After Minato's declaration, Shikaku sighed and shook his head.

"If both Minato and Lord Danzo are on board, what can a mere strategist like me do?"

He removed his hand from his temple and smiled faintly. "I guess I'll follow along."

Seeing Shikaku make his choice, Inoichi naturally followed suit.

"It seems I can't escape my fate of overtime and sleepless nights," he said, looking at Danzo's thick proposal as if foreseeing his bleak future.

As for Fugaku, he simply added his support without hesitation.

After Danzo conquered the Uchiha clan and promoted him to the position of elder, Fugaku had quietly decided to follow Danzo blindly.

With no political acumen of his own, it was easier to just go along with Danzo's plans.

Looking at these vibrant young leaders, Danzo finally smiled.

"Good. If no one has any objections, let's convene a full High Council meeting and announce this decision."

He clapped his hands, and for once, a hint of vitality appeared on his aged face.

"What about the Daimyo?" Shikaku raised an important yet not-so-important question.

It was important because the Daimyo was still the nominal supreme leader of the Land of Fire.

Yet, it wasn't so important because the Daimyo had been living in Konoha for some time and had recently caught a cold, appearing to be on his last legs.

The aristocratic forces he represented had been largely dismantled over the past year or two, leaving little room for resistance.

Danzo's response was simple: "As for the Daimyo, let this symbol of the old era personally unveil the curtain of the new era."
