304. Konoha's Reformation



Hokage Tower Conference Room

The jōnin who had attended the Hokage inauguration ceremony filed in and took their seats in an orderly manner.

"I wonder what plans the Hokage has for today," Uchiha Fugaku mused aloud.

Hanekawa, having just become the Fifth Hokage, had immediately called for a jōnin meeting—clearly intending to make his mark with new adjustments.

Fugaku thought of the Uchiha clan. Since Konoha's founding, the Uchiha had controlled the Konoha Military Police Force (MPF).

After suffering heavy losses in the Third Great Shinobi War and following Tsunade's suggestion, the force had begun accepting non-Uchiha members.

Now, Uchiha shinobi made up only a third of the MPF—though they still held the most critical positions.

Fugaku wondered if the change in Hokage would bring new authority to the Uchiha.

"Lord Hokage is young and capable—his vision is naturally different," Hyūga Hiashi said calmly. "We'll soon find out his plans."

His thoughts mirrored Fugaku’s—if not more intense.

The Uchiha at least had the MPF, but the Hyūga had nothing.

A major reason was the Caged Bird Seal—Hyūga branch members were loyal only to the clan, not Konoha. Any Hokage would hesitate to empower them.

But Hanekawa was different.

As Hinata’s teacher, he might improve the Hyūga’s standing.

"The Hyūga clan head speaks wisely," Fugaku replied, glancing at him.

Nara Shikaku raised an eyebrow, deep in thought.

The Uchiha and Hyūga, Konoha’s two most prominent kekkei genkai clans, had always maintained a distant relationship. But now, things seemed different—because of Hanekawa.

Hinata and Sasuke were both his students. Theoretically, this connection could turn the two clans into allies.

Just then, the door opened.

All chatter ceased as eyes turned toward the entrance.

Hanekawa walked in, followed by an ANBU member Haru.

Tsunade was absent—after passing the hat, she’d happily abandoned responsibility for the casino.

She trusted Hanekawa’s competence and strength. No matter how reckless he was, nothing would spiral out of control.

"No formalities—let’s get straight to business," Hanekawa said, taking his seat.

"First matter: Appointing a second Hokage Advisor—Nara Shikaku."

"…What?" Shikaku froze.

Me? A Hokage Advisor?

This was the highest position the Ino-Shika-Chō alliance had ever secured.

Shikaku’s usual composure cracked as excitement flickered across his face.

"Shikaku!" Yamanaka Inoichi whispered urgently.

"Y-Yes, Lord Hokage!" Shikaku stood, bowing.

Hiashi and Fugaku exchanged glances—envy flashing in their eyes.

They believed their clans were more suited for such a prestigious role.

But their clans’ sheer influence made the Hokage wary—power like that couldn’t be entrusted lightly.

"Second matter: Abolishing the Hokage Strategist role—replacing it with Hokage Secretary." Hanekawa’s gaze shifted. "Yūhi Kurenai will fill this position."

"Understood, Lord Hokage." Kurenai smiled—Hanekawa had informed her days prior.

The others showed only mild surprise. It was expected—just as Hiruzen and Tsunade had elevated their teammates, Hanekawa was doing the same.

"Third matter: Establishing a Medical Division—overseeing Konoha Hospital and expanding medical-nin training." Hanekawa’s eyes landed on Rin.

"Rin Nohara will lead it."

"Y-Yes!" Rin stood, trembling. "I’ll do my best!"

Hanekawa had persuaded her after initial refusal—she’d doubted her capabilities.

But with Kurenai’s precedent, no one questioned the appointment.

The role carried less direct authority, but its importance was undeniable.

"Fourth matter: Creating a Mining Division—responsible for extracting shinobi world resources."

Confused murmurs arose.

Since when did shinobi mine?

"This division holds equal status to ANBU and the MPF. Hyūga Hizashi will lead it."

Hiashi’s eyes widened—a genuine concession to the Hyūga.

Though unconventional, the role offered real influence—a chance to elevate the clan’s standing.

"Understood, Lord Hokage!" Hizashi replied, suppressing his excitement.

But a worry surfaced—as a branch member, would this spark dissent among the Hyūga?

"Fifth matter: A Commerce & Finance Division—managing Konoha’s economy and salaries."

More bewilderment.

First mining, now business? Is Konoha turning mercantile?

The salary system, however, was welcomed—ANBU’s trial had been successful.

Notably, Hanekawa didn’t name a leader for this division.

"Sixth matter: A Transportation Division—developing Konoha’s infrastructure." Hanekawa continued.

"Sarutobi Asuma and his brother will oversee it."

The Commerce Division’s ideal candidate was Kakuzu—but he hadn’t joined Konoha yet.

The Transportation Division was handed to the Sarutobi clan—specifically to remove Hiruzen’s eldest son from ANBU.

On paper, both divisions held equal rank—but in reality? A demotion in disguise.

"Me?!" Asuma gaped.

"Congratulations, Senior Asuma," Uchiha Shisui said politely—though a hint of envy lingered. As an idealist, he yearned to contribute more.

"All unmentioned departments remain unchanged. This meeting is adjourned." Hanekawa stood. "New divisions will receive detailed instructions. Begin assembling your teams."

"Yes!"

The attendees dispersed, accustomed to Hanekawa’s brisk style—much like Tsunade’s.

Fugaku sighed. The Hyūga had gained a division—but the Uchiha received nothing.

Yet he understood. The Uchiha already controlled the MPF—a second department would seem excessive.

Hanekawa opened the door to find Kaguya lounging in his chair, mask off, chin propped on her hands as she stared out the window.

At his entrance, she turned—her pale eyes flickering with unspoken emotion.

"Time to work, Kaguya." Hanekawa pinched her cheek playfully.

Kaguya obediently vacated the seat.

"Remember your duty?"

"Protect you."

"But when others are present, you stay hidden."

Kaguya nodded. Her striking appearance made even masks ineffective—seclusion suited her just fine.

"Good girl." Hanekawa smiled.

Having Kaguya as a guard offered more than just security—it was a symbolic triumph.

The final villain, now his personal protector.

Suddenly, text materialized before him:

Hanekawa paused.

Technically, he did control Konoha—just not from the shadows.

Focusing, his awareness expanded across the village:

Before he could explore further, warmth brushed his ear—Kaguya’s tongue tracing its curve, her breath sending shivers down his spine.

"Kaguya," Hanekawa sighed. "Someone’s coming. Hide."

With a final lick, she vanished—leaving no trace of her mischief.

This woman will be trouble.

The Rabbit Goddess had a knack for untimely disruptions.

A knock sounded.

"Enter."

Kurenai peeked in, grinning. "Good morning, Lord Hokage!"

"Little Secretary, what brings you?"

"Drop the ‘little,’" she huffed, hands on hips. "We’re the same age."

"Then—my adorable secretary." Hanekawa seized her hand, pulling her onto his lap.

A floral scent enveloped him as his hands explored—one around her waist, the other gliding up her bandage-wrapped thighs.

"How’s the transition with Shikaku?"

"Smooth!" Kurenai squirmed but didn’t resist.

To ease her into the role, Hanekawa had split the former strategist’s duties—Shikaku handled the bulk, while Kurenai took lighter tasks.

"Then why visit?" Hanekawa smirked. "Miss me?"

"Not at all!"

"Lies warrant punishment." A sharp spank landed on her backside.

"I’m not lying!" Kurenai retaliated—ruffling his hair.

Hanekawa captured her wrist, pulling her into a deep kiss.

Kurenai melted, her protests dissolving into muffled whimpers—until a pinch to her chest made her jerk back, face scarlet.

"That’s your penalty," Hanekawa teased.

"I… came to request an office change," she panted.

"The old one’s too far from mine, right?"

Kurenai opened her mouth—then recalled his earlier "punishment" and wisely stayed silent.

"But you’re right." Hanekawa relented. "As my secretary, you should be nearby."

"Really?!"

"Take the office to my left."

Kurenai beamed, hopping up. "I’ll move right now!"

She dashed off without waiting for dismissal.

"Still such a child," Hanekawa chuckled.

Sheltered by his influence, Kurenai had retained her bright, lively demeanor—a contrast to the cool, mature women like Kaguya and Samui.

And that’s fine.

Standing, he prepared to visit Mei—who had been bad-mouthing him earlier.

But Kaguya seized his wrist.

Hanekawa sighed. Right. The clingy goddess.

"I’ll return soon."

"I’ll accompany you," Kaguya stated. "Protection."

Hanekawa weighed the implications.

Flirting with Mei under Kaguya’s watch?

…Why not? If she grew accustomed to it, perhaps future arrangements could be made.

"Fine. But stay hidden."

Flying Thunder God!

They arrived at Mei’s temporary residence. Kaguya vanished as agreed.

Hanekawa pushed the door open.

"Who—you pervert!" Mei hissed.

"You’re the pervert," Hanekawa countered, eyeing her black stocking. "Wearing these indoors? Bold."

"Bastard!" Mei aimed a kick—but Hanekawa caught her ankle, inhaling dramatically.

"Mm. Fragrant."

"L-Liar!" Mei yanked her leg back—only to lose balance.

Hanekawa caught her, his grip lingering suggestively.

"Let go!" She shoved him, flustered.

Hanekawa settled onto the couch, admiring her strapless blue dress and slender waist.

"Now, about your attitude problem—"

"I’m the Mizukage now—not your maid!" Mei crossed her arms. "My attitude’s just fine!"

"Really?" Hanekawa smirked. "Because I’m the Hokage."

Mei faltered. Her earlier disrespect could’ve sparked an international incident.

"Besides, your maid contract is lifelong."

"T-That’s not—!"

"Then how long is it?"

Mei turned away, cheeks burning.

"I came because I missed you," Hanekawa murmured, tilting her chin up. "But you’ve been very naughty."

Mei’s breath hitched.

Even knowing he was teasing, her heart pounded traitorously.

"Little maid." Hanekawa’s gaze dropped to her lips.

"W-What?"

He leaned in—claiming her mouth before she could protest.

Mei’s resistance crumbled, her body softening against his as heat pooled in her stomach.

When his hand cupped her chest, she shuddered—too dazed to pull away.

Not as ample as Tsunade… but impressive for a Kage.

Just as his fingers dipped beneath fabric, Mei jolted back, face bright red.

"P-Pervert!"

Hanekawa chuckled.

This Mizukage still needed training.
