310. The Construction Plan

With Danzō’s strong push, both the Konoha Expansion Plan and the Economic Integration Plan were smoothly approved.

Additionally, Danzō presented the Industrial Plan he had prepared earlier. Its main focus was to vigorously support industrial reform and innovation.

The village would provide various innovative industrial technologies, while the major clans and merchants would supply the funds.

Within the planned industrial zones, numerous factories would be built to increase Konoha’s industrial capacity.

Regarding this, most of the clan leaders were left feeling dizzy.

After all, as shinobi, they knew very little about industrial matters.

They couldn’t comprehend how a mature industrial system could create immense value for Konoha or what kind of profound impact it would have on the entire shinobi world.

They only knew one thing: following Elder Danzō’s lead was always the right move!

History had proven this time and time again.

Thus, Danzō’s plans were approved by the vast majority with little discussion.

Many clans, including the Uchiha and Nara, expressed their willingness to invest substantial funds.

Of course, how much they were actually willing to invest remained unknown.

But at least their attitude was clear, and for Danzō, that was enough.

As long as the plans moved forward, those stubborn holdouts who didn’t get on board would regret it later.

With this, Danzō’s *Series of Plans for Konoha’s Future Development* gained unanimous approval.

That very afternoon, the Shinobi World United News, the largest newspaper in the shinobi world, published an article titled *Konoha’s Future Construction Plan*.

The report stated that Konoha’s future development would be based on the village’s current situation, with a focus on commerce and industry, and a rational approach to the village’s reconstruction.

The plan aimed to promote the implementation of advanced industrial technologies, drive the transformation of Konoha’s industrial system, effectively integrate resources, vigorously support the development of commerce and industry, and strive to improve the living standards of the villagers.

It also committed to addressing various negative phenomena within the Land of Fire, improving transportation networks, and creating a safe and stable business environment for everyone...

The article was lengthy, but it could be summarized into six main points:

1. Industry: Konoha would promote the implementation of industrial technologies, attract investment, establish numerous factories, and drive industrial progress.

2. Commerce: Konoha would eliminate threats within the Land of Fire to create a safe and stable business environment for merchants and guilds.

3. Transportation: By the year 55 of the Konoha calendar, Konoha would complete the construction of three railways:

the 'Konoha-Rain Railway' connecting Konoha and Amegakure,

the 'Konoha-Land of Earth Railway' connecting Konoha and the Land of Earth,

and the 'Konoha-South Railway' connecting Konoha to the southern coast of the Land of Fire.

This would establish a convenient transportation network within the Land of Fire, greatly promoting the development of commerce and industry.

4. Talent Acquisition: Konoha would attract a large number of scientific, technical, and elite shinobi talents.

They would be provided with free housing, medical subsidies, living allowances, and other basic benefits, as well as solutions for their parents, spouses, and children’s living arrangements.

5. Livelihood: Konoha would build a large number of affordable housing units, construct sports and cultural facilities, expand orphanages and nursing homes, and actively improve the living standards and happiness of the villagers.

6. Construction Planning: Reconstruction would strictly follow the planned requirements, clearly defining the functions of each area to lay a solid foundation for the village’s future development and create better living conditions for the villagers.

In short, the moment this issue of the newspaper was published, it caused another uproar.

After all, policies and plans like these were usually beyond the reach of ordinary people.

But this time, Konoha not only presented its development plans for the next few years in a clear and straightforward manner but also set up anonymous suggestion boxes throughout the village to collect feedback and opinions from the villagers in real time.

This kind of practice, which was commonplace in Danzō’s previous life, was like a bolt from the blue in today’s Konoha—and even the entire shinobi world.

It made everyone realize that ordinary people could also participate in the village’s decision-making process and clearly understand the direction of the village’s future development!

This novel experience excited many Konoha villagers, and discussions about the *Konoha Future Construction Plan* could be heard in every corner of the village.

To be honest, most people couldn’t grasp the deeper implications of these decisions.

They might understand each word individually, but when combined, the meaning became elusive.

Or they might finish reading the article but feel like they hadn’t understood anything at all!

However, this didn’t dampen their enthusiasm for discussion.

After all, it was the first time they clearly realized that the village’s development was closely tied to their own lives!

Of course, for the clans, merchants, and those in positions of power, the article wasn’t so simple.

They had to constantly analyze its deeper meanings and find opportunities for themselves within it.

“It seems the shinobi world is truly about to change,” Nara Shikasa, sitting in front of a shogi board, gently set down the newspaper and sighed.

Hearing this, Shikaku, sitting across from him, shook his head with a smile.

As the chief strategist behind this series of plans, he had the most direct and deep understanding of Danzō’s intentions.

In one word, they could be described as 'radical'!

Every one of those plans would inevitably disrupt the current shinobi world’s operating system, triggering a chain reaction of changes.

Yet Danzō had pushed forward with them, resolutely and confidently, as if his eyes could pierce through the river of time and see into the future.

To be honest, sometimes Shikaku wished he could ask Inoichi to take a look inside Danzō’s brain to figure out where all these innovative ideas came from.

These plans and reforms didn’t seem like something an old man could come up with, did they?

Meanwhile, in the Uchiha compound, a child was also reading the newspaper and expressing his thoughts.

“A four-year plan? How interesting,” said six-year-old Uchiha Itachi, who already appeared quite mature for his age.

He slowly folded the newspaper, his curiosity about Elder Danzō growing even stronger.

Thinking of Shisui’s promise to him, Itachi couldn’t help but mutter, “I wonder when Shisui will be back. I really want to meet that Elder Danzō.”

As soon as he finished speaking, a loud cry came from the inner room.

Itachi quickly set down the newspaper and went inside.

Sure enough, his younger brother, Uchiha Sasuke, was wailing loudly in his crib.

Seeing this, Itachi, like a little adult, gently picked up Sasuke and whispered, “Don’t cry, don’t cry. Sasuke, be good. Big brother is here.”
