He's got his war paint off because it's the weekend, that's why. The black marks are what make him look like a proper Nidoking, without them he's much more queen-ish

For TiNi to be bringing this up LITERALLY right after what happened in the hallway, without taking time to think and process and consider? He's being mentally pushed in this direction hard enough that he doesn't have time to stop and get his bearings. He needs the breathing room to stop and think things through, especially when being introduced to such a new concept after the trauma he suffered. Diving in headfirst like this is beyond suspicious, it's proof of mental tampering.
