Vlad in league of legends is not a Vampire. No where in his lore says he is. And just cuz be control blood or that he has drip in his skins doesn't mean he is a vampire. He's actually a hemomancer . Is like necromancer but necromancer means the one who controls the dead while the hemomancer is the one who controls the blood and uses the blood as a weapon. There's a character in mortal Kombat called Scarlett that makes weapons out of blood. She's also a hemomancer.

He doesn't control the clones. So if he clones a good guy, they would still have the motivation of the good guys so it wouldn't be useful. The people he clones have to already have the intent to cooperate

Also Vlad, in case you don't know the history of that name is from Vlad the Impaler who is, iirc, where a lot of early ideas of Dracula and blood suckers came from so people often think of him as sorta the originator of Vampires!
