They’ve said it a million times, In order for Eren to turn he needs to have a clear goal in mind. The reason he couldn’t turn this time was because he was in denial that Annie was his enemy. That’s literally what the whole talk between Mikassa and Eren was about but you guys were talking during that part. So, it’s as simple as, Eren just needs to have a clear goal in mind in order to turn into a Titan, it has nothing to do with being under the sky directly.
