Technically, while in his own universe, No one can beat Satima. He is a gag characater so he doesn’t scale of anything. The Author just made him invincible for the jokes and comedic premise of the show really. Outside of his universe, he would just be regular because you can’t really scale him of anything. His OP-ness is just for laughs.
