Getting a whole army of Gurens isn't really possible with the technology. The Guren and Lancelot are the only 7th generation Knightmares so they are too expensive and complicated to mass produce. The "regular" models that most people use are older generation Knightamres which are easier to mass produce. It's not explicictly stated but if I had to take a guess, the regular ones are probably like 4-5 generation and the purple ones Cornelia's royal squad uses something like 6th generation. The Black Knights are not exactly rolling in cash to be getting just a bunch of 7th Gen ones when there are only two seen so far (Lancelot and Guren). Also, a unit's strength on the battlefield consists of how advanced your machine is and how good you are at piloting. Suzaku and Kallen are both ace pilots and can operate advanced technology. Which is another difference between Suzaku and Lelouch additionally to their morals. Suzaku is an ace pilot and extremely capable soldier physically, while Lelouch is pretty bad at actual combat so he avoids combat at all cost and stays in the shadows pulling the strings. Basically everytime Lelouch has engaged in direct combat he gets his ass whooped. It was funnny in the episode where they chased the cat, Suzaku zoomed up the stairs to the church like it was nothing while Lelouch chased him and halfway he had to stop to catch his breath
