So if civilians noticed all these magic knights killing other people with and they no knowledge of what's is going on, it wouldn't be unreasonable for them to be furious on who blame for the situation. Damnation is asking who should take the blame and if they say the devil, how can they prove it was him to those people who say the magic knights act that way.

So Damnatio knows that demons exist, what he's looking for is to put the blame on someone to placate the masses, a dead demon isn't able to be judged. The masses at large don't know they exist, still, so what Damnato did was make it so that Asta had to use his demon powers to save Marie, now everyone there can see for themselves, and he can them punish/blame Asta for the whole ordeal as a demon harborer, even though he isn't the demon that caused the chaos, just being a demon is enough for people to put all the fault and blame on him. That's what Julius was saying basically. Asta's choices were reveal you're a demon and be punished or let the innocent knights who were taken over by elves be punished instead.
