Arcane stage doesn't necessarily mean more powerful, Mereoleona has a fire attribute which is nature based, while arcane stage is derived from irregular/non-natural attributes, its hax against devils. Like Lolopechka said Nero is stage 6 in combat, even though she's arcane stage while Gaja is stage zero ect.

Mereoleona is quite literally one of the strongest characters in the anime at this point and is definitely stage zero already

Thats not true tho lol Mereleona is stronger, manga and anime already confirmed it. Fuegoleon is actually one of the weaker captains, doesn't mean he's not a better captain than some others

I would say narratively it's currently still between her and Feugoleon until the next arc. Fuegoleon has a lot of narrative hype behind him, like even against Patri, Yami was convinced Patri must have used a trick to defeat him because there's no way he could've defeated him normally. It would also be consistent with Nozel easily defeating a much stronger version of Patri than Yami fought, without too much effort, Fuegoleon is his rival after all. This was also prior to him getting Salamander, which should've just gave him a huge boost overall. Mereoleona has much better feats on the other hand, easily beating Raia, and probably would've even defeated all of the awakened elves in her area had her senses not been dulled

If Noelle is at 1(already revealed when they were at Heart kingdom), then Mereoleona and most of the captains are definitely 0 if you think about it. The weaker captains might be 1. Mereoleona is definitely 0. No doubt.
