Yup so there are three superpowers in the world: The EU (basically whole Europe and Africa), the Chinese Federation and Britannia (basically whole North & South America). Then there are unaligned countries but those three are the big players, and if the China-Britannia political marriage would have happened, Britannia would have ruled 2/3 of the super powers. So Lelouch had again dirty methods in kidnapping a child Empress, but for a good cause to stop Britannia from consuming China
