I believe that's Earth-99 Beth. She has similar hairstyle as the one from the picture Kate has and Kate even looks at the picture in next week's promo. This Beth even has a line about how for some reason her apartment isn't her apartment anymore. Without spoiling Supergirl dabbled in the idea of doppelgangers being on this new Earth albeit they did it differently. I'm guessing they're actually going with certain characters being merged into 1 person and other characters being doppelgangers of others, but still living on the same Earth just like the comics.
