The marines are the biggest *pirate* crew they have 3 Admirals and 7 Warlords.

So they really are the families of the people who shaped the world of One Piece as we know it today. As for the rest, it’s clear that they are heavily guarded by what are said to be the strongest Marines. It’s also been stated that if someone were to touch them, an Admiral would be dispatched to the island. Basically, it would be treated like a Buster Call. Just so you know : I’m up to date with the manga, and to this day, I think we still don’t have all the answers about the Celestial Dragons.
