I love his story but he's more of a side characters since his story was introduced in a movie but he's one of the pirates legends from Roger's era. He's one hell of a monster, it took Sengoku + Garp at full force to stop him and the fight destroyed half the island, a monster.

Nico Robin accumulated her bounty as a child due to being a child of Ohara. So bounty is moreso how much of a threat you possess to the World Government. Ofc strong characters are typically going to be a threat due to their strength alone but just keep in mind that may not always be the case.

2025-07-06 17:24:50 +0000 UTCCorrection on the bounty part: It would be the highest known bounty that would be revealed at this current point that Ron & Michelle are at is what you mean…not the highest known in the One Piece world (just for clarification so that they don’t get confused) And yeah Enel was definitely incredibly strong but what he lacked was combat ability, he was way too reliant on his Devil Fruit and he got this reality check after coming across Luffy Cuz in the end of the day if he lost to a Luffy who still didn’t even have the Gears abilities then he stands no chance against the top tiers of the One Piece world

The prime example so far has been Luffy vs Enel where Enel was able to take out several people on a similar level to Luffy without breaking a sweat, yet couldn't beat Luffy since his Devil Fruit powers didn't work on him. This has probably been mentioned by someone already, but Oda once said that if Enel had a bounty it would've been 500 million. The highest known bounty in the series so far. Which goes to show how op he is to most who aren't immune to his lightning. Your thoughts are very reasonable in general for first time watchers and as you said, you will figure things out step by step on your own when the story eventually gets to it.
