Not saying this is the case for sure in this anime, but it seems to me that whenever there is power scaling involved, the closer you get to the top, the larger the gaps in ability are. So there probably is a massive difference between someone at the bottom of A-rank and someone at the top of A-rank. Maybe Jinwoo is the bottom of A-rank right now and Woo Jinchul (the Surveillance member) is at the top of A-rank. Just like Kang was at the top of B-rank. So in this scenario, it is very possible for Jinwoo to be stronger than Kang but still much weaker than Woo Jinchul. Idk if that is for sure the scaling right now, but with his super high perception abilities I think Jinwoo can determine differences in strength pretty accurately.

This anime feels different to your typical anime. The main character gets to near death conditions (where he should really die lol) and recovers fully and beats whatever he's fighting, it's happened like 5 times and there's only 9 episodes so far lmao But once I start looking at it like slime or one punch man I'm like ok it's not bad.

Murderous intent reduce the enemy stats by 50% for a few seconds while is active unless the enemy is too strong to be affected by it in comparison to Jin Woo, example , the fight against Cerberus, hence why he killed him easy at the end but if he didn't have that ability it would've been a more equal fight like it was at the beginning, also he has that recovery power that he can use once a day.

To give more info on power level. There is many level to an rank. There is low b rank mid b rank and high b rank. The difference between and b rank and a rank is big. There is an difference between an low A rank and high A rank. They said one average S rank is stronger than 10 A rank.

Jin woo would be low A rank. The guy he said was strong is just stronger and would be a problem for that version of Jin woo as the B rank was around the same stats as Jin woo while he was probably debuffed by fatigue hence him getting faster after full recovery. That puts Jin at low tier A rank and it would mean high low tier, mid tier, and high tier rank A hunters are stronger than him still.

In the manga, this kang tae shik guy cuts the vocal cords of the inmates....so that he can prolong the torture and those guys would not be able to shout for help.... He was crazy..... And one of the inmates, actually was able to fool him by playing dead.....and jinwoo took that guy and tossed him to the dungeon to be ripped apart by the goblins..... Jinwoo waited for them to complete the killing before killing the dungeon boss😂

Even within ranks there are different power levels. So even if Kang Taeshik was one of the top B Ranks, he wouldn't be able to take on even the "weakest" A Ranks. Woo Jinchul (inspector guy) is an A rank that could be the at the top of his rank. Since we saw him a few episodes ago have a sparring match with the S-Rank president of the Hunter's Association and holding his own. That's why jinwoo said he can't beat Woo Jinchul.

Also interesting part that was cut from this episode: after the whole fight and Jinwoo telling johee and Song to leave, he actually waits there, and we find out that one of the convicts is still alive and playing dead, but Jinwoo with his heightened senses knows this. He walks up to the convist telling him he knows he's still alive and drags him with him to the boss dungeon, where he emotionlessly throws him inside to fight the boss all by himself, and Jinwoo just watches from a distance seeing the convict get massacred while thinking "Kang Taeshik was scum, but he was right about one thing, you don't deserve to live either". It was a big decision that they cut this part out. I think its because they thought it would make Jinwoo way too ruthless, but I wish they kept it. I think it just makes Jinwoo such a badass, and in the webtoon, the convicts did way more than just assault their victim if you know what I mean, so they really deserved the worst lol

So the rankings in this are on an exponential scale. The higher you go up the scale, the bigger the difference in power is. This is just an example and probably not exact at all, but it gives an idea. A D-Rank could probably take on 3-6 E ranks. A C-Rank could Take on maybe 10-15 D-Ranks. You saw that B-Rank Kang had zero issues taking down those C-Ranks. Song couldn't even really hurt him with the surprise fire attack. A B-Rank could probably take a couple dozen C-Ranks out. An A-Rank could take on a well over 50 B-Ranks. And there's probably no amount of A-Ranks that could ever take out an S-Rank. The gap in power is just to large at that point. To add on to that, the higher up you go in the scale the bigger the different within the class becomes. All the E-Ranks are generally around the same level. Same with D-Rank with a little more wiggle room. You can tell from the show that there is some noticeable difference once you get to C-Rank. Some are considered quite strong and some are more...meh. And as you move up in rankings the difference between a low end of that rank and the high end of that rank get bigger and bigger. While our boy Jinwoo is at a very respectable level at this point, Inspector man is probably a few steps above him. To be 10000% fair to you guys, the power rankings in the show seem to be more abstract than the books so I can totally see how it isn't as clear for you two.

The fact that he said he would be helpless against that A rank agent, makes me think that rankings are almost like the danger scale in one punch man. like going up one threat level isn't a linear thing, it's a whole new scale of threat. Like wolf is like one or a few people threatened, tiger is a big group, demon threats can destroy a city, dragon threats can destroy multiple cities, and god can destroy humanity. My theory is that the antagonist is the leveling system altogether. It doesn't seem like the system he's using is a natural occurrence. It's made by someone, maybe someone who's responsible for the gates themselves, or someone who can like hack into them, or something. But remember back when he was hesitant to fight the humans in the cave? It said if he doesn't fight them, his heart will stop. The system is actually controlling him to some extent, I think that's what's going to rear its head, and he's going to have to figure out who's trying to pull his strings before he's forced to do something terrible
