The reason Luffy doesn't kill is because of Oda's grandma taught him it's not a good thing to easily kill or even say "I kill you". Like even though the "evil" try to kill Luffy or actually killed some people, Luffy never killed anyone up to this point. Its just Oda's morale from his grandma's teaching.
