It is more of a story centric manga and when the the reader is invested and ready for the big bad to get what's coming, Oda is more than ready to deliver. One Piece fights are a device to move the story along and not to oversaturate.

Crocodile's hook design comes from the hook of captain hook and his name comes from Captain hooks biggest fear being the Crocodile that ate his hand & that tried to eat him till the end. The 7 warlord are animal themed names/designs with Mihawk being a Hawk/Hawkeyes. Also Crocodile tamed the Alligators just like alot of characters in One piece did. Luffy + Arlong both tamed Momu the sea cow whose just as big as the Bananagators if not bigger. Both Ace & Luffy tamed/ate desert creatures earlier in the arc.

They are moving up shore so I’m sure some have been spotted in my area. This is a fantasy animal so don’t think too hard this is a different world from us.
